The concept of the Vigilance
and Governance Council
Three arms mirror state branches:
1. Executive Arm - monitors implementation of decisions under ethical standards.
2. Legislative Arm - defines codes and moral criteria.
3. Judicial Arm - adjudicates internal disputes and ethical cases.
